ANCHORAGE, AK – October 21, 2026 – PRESSADVANTAGE –
This report, distributed by Barlow Anderson, LLC, examines an Alaska law enacted in 2026 that extends transfer-on-death registration to titled vehicles, boats, and certain manufactured homes, allowing an owner to name a beneficiary who receives the property at the owner’s death without probate.
Senate Bill 104, sponsored by Senator Scott Kawasaki and listed with Senators Bill Wielechowski and Bert Stedman, became law without Governor Mike Dunleavy’s signature on June 18, 2026, as Chapter 12 of the Session Laws of Alaska 2026, according to the Alaska Legislature’s bill record. The Senate passed the bill 20 to 0, and the House passed it 40 to 0. The record directs readers to the chaptered act for its effective dates.

According to the Senate Majority’s summary, the law expands the transfer-on-death concept, created under earlier legislation for real property, to include vehicles, boats, and certain titled manufactured homes issued through the Division of Motor Vehicles. Owners can designate a beneficiary on a DMV form so that ownership transfers automatically at the owner’s death, bypassing probate. The summary says the bill builds on earlier legislative efforts to simplify estate transfers and provide practical options for residents dealing with the administrative challenges that follow a death in the family.
The bill’s official title refers to the transferability of common interest community ownership interests. That reflects an amendment adopted by the Senate Finance Committee to cover certain cooperative dwelling units, according to a summary of the committee’s February 17 hearing.
The Senate Majority’s summary says that probate can be lengthy and costly and that the change could ease the burden on families when a vehicle or boat is essential to a livelihood, such as a fishing business that depends on immediate access to its vessel. At its first Senate Finance Committee hearing on February 3, Senator Kawasaki described the costs, stress, and legal complexity families can face when a vehicle or boat is entangled in probate, and the fiscal note showed a one-time DMV programming cost of $75,000, according to a summary of that hearing. The Senate Majority’s summary also says the program would be supported through filing fees.
At a March 2025 Senate Transportation Committee hearing, estate attorneys and an insurance agent testified that the measure would ease probate burdens and reduce interruptions for families who rely on vehicles after an owner’s death, according to a summary of that hearing. At an April 28 House Transportation Committee hearing, witnesses from Peak Trust and New York Life supported the bill, and the summary notes that Alaska’s framework for transfer-on-death deeds on real property originated in 2014.
